ENGLISH FESTIVAL - SMA - DEBATE

Debate Competition

A.    KETENTUAN UMUM 

1.   Peserta adalah Tim perwakilan dari masing-masing SMA  di wilayah Jabodetabek.

2.   Pemenang lomba terdiri dari juara I dan II.

3.   Setiap tim terdiri dari 3 siswa/siswi  kelas  X dan atau XI.  Data Peserta dapat diserahkan  pada saat pelaksanaan technical meeting pada taggal 10 November.

4.   Biaya pendaftaran lomba sebesar Rp. 75.000,-

5.   Pendaftaran mulai tanggal 6 Oktober sampai 7 November 2014

6.   Pada saat hari perlombaan, peserta/guru pendamping  harus melakukan registrasi pada panitia paling lambat pukul 08.30 WIB. Apabila peserta/guru pendamping mendaftar ulang  setelah jam tersebut dianggap gugur.

7.   Peserta harus menaati tata tertib  yang telah ditentukan panitia selama mengikuti lomba.

8.   Setiap peserta wajib saling menghormati dan  menjaga ketertiban dalam ruangan lomba.

B.    KETENTUAN LOMBA

1.   Panitia menggunakan aturan lomba debat model Australia

2.   Urutan tampil debat sesuai undian pada saat technical meeting dengan sistem gugur.

3.   Tim Affirmative/Negative ditentukan dengan undian

4.   Untuk babak penyisihan, motion diberitahukan sebelumnya, sedangkan untuk babak semifinal dan final; motion ditentukan oleh dewan juri dan atau panitia dan tidak diberitahukan sebelumnya.

5.   Peserta diperbolehkan membawa sumber data/rujukan yang diperlukan (kamus, buku referensi, Koran, majalah dll) termasuk pemanfaatan Mobile phone, laptop dan sejenisnya  untuk akses internet.

6.   Untuk babak penyisihan, masing-masing tim diberi waktu 10 menit untuk Case building, sedangkan untuk babak  semi final dan final masing-masing tim diberi waktu 15 menit untuk Case Building.

7.   Dalam  babak penyisihan, setiap Substantive Speech diberi waktu 4 menit dan Reply Speech 2 menit . Sedangkan untuk  babak semi final dan final, setiap Substantive speech diberi waktu 7 menit dan Reply Speech 5 menit. Reply Speech diberikan kepada Speaker 1 atau 2.

8.   Tanda waktu berpidato adalah ketukan pertama untuk memulai, dua kali ketukan untuk tanda waktu masih 1 menit dan ketukan terus menerus untuk menunjukkan bahwa waktu telah selesai.

9.   Tidak ada Point of Information (POI)/interupsi dalam babak penyisihan. Untuk babak semi final dan final, debat menggunakan Point of Information

10. Tidak ada verbal adjudication dalam babak penyisihan

11. KeputusanJuri tidak bisa  diganggu gugat.

12. Jika terdapat hal-hal yang belum diatur dalam tata tertib umum ini, akan diatur panitia kemudian.

C.  MOTIONS DEBAT UNTUK  BABAK PENYISIHAN

1.     THBT  Facebook decreases student’s achievement at school.

2.     THBT  high school students need sex education.

3.     THBT   Indonesian students  neglect  traditional culture.

4.     THBT  Government  ignores the street  children.

5.     That education is the responsibility of the government

6.     That the press violates public figures privacy

7.     That we should stop sending immigrant labors

8.     That we should ban the possession of fire weapons to civilans

9.     That we would make military service compulsory for citizen

10.  That small economic business scalesshould get easier bank loan procedures from both government and private banks

11.  That this house regrets the cutting of the BBM subsidy

D.  TEAM SPLIT UNTUK MASING-MASING TIM

Third Speaker:  1. Rebut Opposition’s arguments, prioritizing the strong/important ones 2.  Rebuild the team’s case 3.  Summarize the issues of the debate Note : It is NOT advisable for 3rd Government to bring new arguments	Third  Speaker:  1. Rebut Government’s arguments, prioritizing the strong/important ones 2.  Rebuild the team’s case 3.  Summarize the issues of the debate Note : It is NOT advisable for 3rd opposition  to bring new arguments.
